Executive Summary

Cognitovia is pleased to submit this proposal in response to Pollicy Data Institute's Terms of Reference for a Website Developer. We understand that Pollicy — a Pan-African, feminist organisation working at the intersection of data, technology, and design — requires a robust, dynamic, and future-proof digital platform that authentically reflects its mission and amplifies its impact across Africa and beyond.

Our proposal delivers a modern, mobile-first, fully accessible website built around Pollicy's feminist and Pan-African identity. We combine deep UX research, conversion-focused design, and scalable CMS architecture to produce a platform that will serve Pollicy for years — not just months.

Mission-Aligned Design
We design with Pollicy's feminist, Pan-African values at the centre — not as an afterthought.
Proven NGO Experience
YoungLife, GOG SACCO, Gate Consulting RW and more — we know how civil society organisations communicate.
Full-Stack Capability
24-person team covering UX/UI, front-end, back-end, CMS, SEO, security, analytics and training.
East Africa Based
Headquartered in Uganda — available, accessible, and culturally aligned with your context.

We are confident that Cognitovia is the right partner to help Pollicy take its digital presence to the next level.
